No. 7/5/2024-MPSC (DR): Applications on prescribed forms are invited from the qualified candidates for direct recruitment to the post of Assistant Professor for filling the vacancies in 419 (four hundred nineteen) Government Colleges under Higher Education Department, Manipur in the scale of pay of PB:3 Rs 15600-39100/- Plus AGP Rs. 6000/- (Pre-revised) (Class & Services Group A) in the subject/discipline as mentioned below.

Vacancy Position for the disciplines of Arts, Humanities, Education, Social Sciences, Sciences, Language and Physical education etc.

Note: (i) Vacancy reserved for candidates(s) belonging to category of Person with benchmark disability (PwBD): a. Blindness and low vision. b. Deaf and Hard Hearing. c. Locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy. d. Autism, intellectual disability, specific learning disability and mental illness. e. Multiple disabilities from amongst persons under (a) to (d) including deaf-blind. 3. EDUCATIONAL & OTHER QUALIFICATIONS:

3.1. Essential Qualification: For Assistant Professor for the disciplines of Arts, Humanities, Education, Social Sciences, Sciences, language and Physical education etc.

Assistant Professor: Eligibility (A or B)

A. (i). A Master’s Degree with 55% marks (or an equivalent grade in a point scale wherever grading system is followed) in the CONCERNED SUBJECT from an Indian University or an equivalent degree from an accredited foreign University.

ii) Besides fulfilling the above qualifications, the candidate must have cleared the National Eligibility Test (NET) conducted by the UGC or the CSIR, or a similar test accredited by the UGC, like SLET/SET also in the CONCERNED SUBJECT or who are or have been awarded a Ph. D. Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of M.Phil./Ph.D. Degree) Regulations, 2009 or 2016 and their amendments from time to time as the case may be exempted from NET/SLET/SET:

Provided, the candidates registered for the Ph.D. programme prior to July 11, 2009, shall be governed by the provisions of the then existing Ordinances/Bye-laws/Regulations of the Institution awarding the degree and such Ph.D. candidates shall be exempted from the requirement of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/Colleges/Institutions subject to the fulfilment of the following conditions: a) The Ph.D. degree of the candidate has been awarded in a regular mode; b) The Ph.D. thesis has been evaluated by at least two external examiners; c) An open Ph.D. viva voce of the candidate has been conducted; d) The Candidate has published two research papers from his/her Ph.D. work, out of which at least one is in a refereed journal; e) The candidate has presented at least two papers based on his/her Ph.D. work in conferences/seminars sponsored/funded/supported by the UGC/ICSSR/CSIR or any similar agency.

The fulfilment of these conditions is to be certified by the Registrar or the Dean (Academic Affairs) of the University concerned.

Note: NET/SLET/SET shall also not be required for such Masters Programmes in disciplines for which NET/SLET/SET is not conducted by the UGC, CSIR or similar test accredited by the UGC, like SLET/SET.

OR

B. The Ph.D. degree has been obtained from a foreign university/institution with a ranking among top 500 in the World University Ranking (at any time) by any one of the following: (i) Quacquarelli Symonds (QS) (ii) the Times Higher Education (THE) or (iii) the Academic Ranking of World Universities (ARWU) of the Shanghai Jiao Tong University (Shanghai).

Note: The Academic score as specified in Appendix-1 Table-3 (vide Government of Manipur Order No. 10/187/2018-HE dated 3rd July, 2021/(Appendix II Table-3B of UGC Regulations 2018)) for colleges, shall be considered for short-listing of the candidates for Interview only, and THE SELECTIONS SHALL BE BASED ONLY ON THE PERFORMANCE IN THE INTERVIEW.

3.2. Relaxation Allowed: A relaxation of 5% shall be allowed at the Bachelor’s as well as the Master’s level for the candidates belonging to Scheduled Caste/ Scheduled Tribe other Backward classes (OBC) (non-creamy layer)/ Differently abled (a) Blindness and low vision; (b) Deaf and Hard of Hearing; (c) Locomotor disability including cerebral palsy, Leprosy cured dwarfism, acid attack victims and muscular dystrophy; (d) Autism, intellectual disability, specific learning disability and mental illness; (e) Multiple disabilities from amongst persons under (a) to (d) including deaf-blindness for the purpose of eligibility and assessing good academic record for direct recruitment.

The eligibility marks of 55% marks (or an equivalent grade in a point scale wherever the grading system is followed) and the relaxation of 5% to the categories mentioned above are permissible, based only on the qualifying marks without including any grace marks procedure.

A relaxation of 5% shall be provided, (from 55% to 50% of the marks) to the Ph. D. Degree holders who have obtained their master’s degree prior to 19th September, 1991.

A relevant grade which is regarded as equivalent of 55% wherever the grading system is followed by a recognized university at the Master’s level shall also be considered valid.

The time taken by candidates to acquire M. Phil. and/or Ph. D. Degree shall not be considered as teaching/research experience to be claimed for appointment to the teaching positions. Further the period of active service spent on pursuing Research Degree simultaneously with teaching assignment without taking any kind of leave, shall be counted as teaching experience for the purpose of direct recruitment/promotion.

4. Eligibility Conditions: (i) The candidate must be a citizen of India. (ii) A candidate must be able to speak Manipuri, Meitei/Meetei lon or any of the Tribal Dialects of Manipur. (iii) A candidate must be a permanent resident of Manipur. Provided that a candidate whose parent or any of his/her ancestors in his/her direct lineage are/were permanent resident of the State, (with proper documentary proof like enrolment in the Electoral Roll and Birth Certificate) then he/she will also be eligible. (iv) Age Limit: (a) Shall not be less than 21 years and not more than 38 years as on 19th January, 2026. (b) The upper age limit is relaxable by 5(five) years for SC/ST, 3(three) years for OBC and 10(ten) years for Persons with Disabilities. Candidates belonging to SC/ST/OBC who are also physically handicapped will be eligible for grant of cumulative age relaxation under both the categories.

Note: There will be NO age relaxation for SC/ST/OBC(M)/OBC(MP)/OBC(ors.)/DAP candidates in cases where no posts are reserved for these categories.


5. Selection procedure: The selection procedure will be governed as per Appendix – 1 Table-3/Appendix II Table-3B of UGC Regulations 2018 (Enclosed herein as Annexure-A) of the notified scheduled of the post of Assistant Professor, Government Colleges vide Order No. 10/187/2018-HE dated 3rd July, 2021 issued by the State Government.

i.e. The Academic score as specified in Appendix-1 Table-3 (vide Government of Manipur Order No. 10/187/2018-HE dated 3rd July, 2021/(Appendix II Table-3B of UGC Regulations 2018) (Enclosed herein as Annexure-A) for colleges, shall be considered for short-listing of the candidates for Interview only, and THE SELECTIONS SHALL BE BASED ONLY ON THE PERFORMANCE IN THE INTERVIEW.

NOTE: Format of Annexure-A (i.e. Appendix-1 Table-3 vide Government of Manipur Order No. 10/187/2018-HE dated 3rd July, 2021/Appendix II Table-3B of UGC Regulations 2018) is enclosed with this Notification. Duly fill in the scores in the space provided and authenticate the document by signing it. The completed Annexure-A may kindly be uploaded in the Table-3 section during the online application submission process.


6. STARTING AND CLOSING DATE FOR SUBMISSION OF ONLINE APPLICATION: The online application should be applied at www.empsconline.gov.in w.e.f. 15th December, 2025 upto 11:59 PM of 19th January, 2026 after which the link will be disabled. Submission of application in any other mode will not be entertained.

Note: ‘No’ queries, representations etc. shall be entertained by the Commission in respect of correcting details that are required to be filled up by the candidates by exercising due diligence and caution as the timely completion of examination process is of paramount importance.

7. Fee: Candidates are required to pay a fee of Rs. 600/- for General & OBC and for Rs. 400/- for SC & ST by using net banking, VISA/MASTER CARD/Debit Card through www.empsconline.gov.in portal. No fee is payable for DAPs (Differently Abled Persons).

Note 1: Candidates should note that payment of examination fee can be made only through online mode as mentioned above. Payment of fee through any other mode is neither valid nor acceptable. Application submitted without prescribed fee/mode shall be summarily rejected.

Note 2: Fee once paid shall not be refunded under any circumstances nor can the fee be held in reserve for any other examination or selection.

Note 3: For the Applicants in whose case payments details have not been received from the bank, they will be treated as fictitious payment cases and their applications will be rejected in the first instance. A list of such applicants shall be made available on the Commissions website after the last date of online application. On receipt of documentary proof, genuine fee payment cases will be considered, and their applications will be revived, if they are otherwise eligible.


8. All candidates in service/Ad hoc/Contract/ Guest Faculty/ part-time shall submit/upload the “NO OBJECTION CERTIFICATE” duly issued by the concerned Department/Authority.

9. All research publications published in Peer-reviewed of UGC listed journals (Listed at Sl. No. 6 of the Annexure-A i.e. Appendix-1 Table-3) and Awards (Listed at Sl. No. 8 of the Annexure-A i.e. Appendix-1 Table-3) i.e. (i). International/National Level (Awards given by International Organization/ Government of India/Government of India recognized National Level Bodies) & (ii). State Level (Awards given by State Government), to prove fulfilment of the eligibility criteria should be submitted offline (as hard copies) to the Secretary, MPSC along with duly filled in Annexure-A (Appendix-1 Table 3) and print out of the duly filled in application generated by the System by hand or by Speed Post/Courier on or before 19th January, 2026. The Commission will not be responsible for non-receipt of the requisite documents on or before the last date.

10. The Academic score as specified in Appendix-1 Table-3 (vide Government of Manipur Order No. 10/187/2018-HE dated 3rd July, 2021/(Appendix II Table-3B of UGC Regulations 2018) (Enclosed herein as Annexure-A) for colleges, will be examined by a committee of Experts under the Supervision of the Commission. The decision of the Commission as to the eligibility or otherwise of a candidate shall be final. If on verification at any stage of the recruitment or after the recruitment, it is found that a candidate does not fulfil any of the eligibility condition, his/her candidature for the Examination will be cancelled by the Commission.

11. The date and venue of the Interview will be notified in due course.
